- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number TIRNO-02-Q-00042. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This requirement is 100% set-aside for small business concerns. The Northern American Industry Classification System is 443112 with a small business size standard of $6.5 million. The IRS intends to procure 30 Assessment Kits to be used with existing Dell C-600 laptop computers. Assessment kits must include the following items (brand name or equal): (1) Extech Heavy Duty Light Meter (2) Olympus C-3030 Zoom Filmless Digital Camera (3) Lufkin Steel Tape Measure, P/N HW226 (3) CRL Glass Thickness Gauge, P/N GC1000, (4) Sony Voice File Recorder, P/N ICD-67 (5) Rugged Laptop Carry Case w/Casters/Scoping Handle/Lock (case must be large enough to transport laptop computer and all the aforementioned accessories). There are multiple ship to address. The following clauses and provisions are incorporated and apply to this solicitation: 52.212-1, Instructions to Offerors -- Commercial, 52.212-2 - Evaluation--Commercial Items (a) the government shall award a purchase order to the responsible offeror whose offer conforms to the requirements of this solicitation and who price represents the lowest cost to the Government; 52.212-3, Offeror Representations and Certifications--Commercial Items (a) the offeror shall include a completed copy of this provision with their quote; 52.212-4, Contract Terms and Conditions--Commercial Items; 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items. The following additional FAR clauses are also applicable to this acquisition: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era 52.225-3, Buy American Act, Alternate II; 52.225-13, Restriction on Certain Foreign Purchases and 52.232-34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration.
