- NA NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from th e internet after solicitation issuance. Plans and specifications will be issued on Compact Disk (CD-ROM) and will be provided free of charge. ONLY 50 CDs WILL BE ISSUED. CDs will be issued to prime contractors and plan rooms on a first come/first serve d basis. Description of work: This project consists of the construction of approximately 25,300 square meters of new 381 mm airfield runway pavement; construction of approximately 40,000 square meters of new 381 airfield taxiway pavement; extension of ass ociated runway and taxiway edge lighting and associated storm drainage work. Site preparation for new Instrument Landing System equipment is also included. The contractor is required to submit a price and technical proposal. Each proposal shall contain th e offeror's best technical proposal and best price. Award will be made to the technically acceptable lowest price offeror whose price is determined to be fair and reasonable without discussion of such offers. If any factor or sub-factor is rated a NO-GO, the offeror's proposal may not be acceptable. Pricing will not be scored. Prices submitted will be evaluated only after determination of those offerors submitting acceptable technical proposals based on the GO-NO GO technical evaluation. The technical prop osal will be evaluated utilizing the factors set forth below. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. Options may be included in the solicitation. The evaluation factors and significant sub-factors are as follows: 1. Past Performance a. CCASS ratings b. Quality of Construction c . Timeliness of Performance d. Documentation e. Customer Satisfaction f. Subcontractor Management 2. Relevant Specialized Experience Estimated cost range of project is from $5,000,000.00 to $10,000,000.00. Network Analysis System will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). This solicitation will be issued in electronic format only and will also be available on or a bout January 14, 2002 on the internet at http://ebs.sas.usace.army.mil/ Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
