Description
The FAA has determined this project to be an SEDB 8(a) set-aside. The FAA is seeking qualified SEDB 8(a) contractors to perform the following site preparation work for installation of security equipment and related systems at the Chicago Air Route Traffic Control Center, Aurora, Illinois: 1)Modifications to the main site entrance including new pavement, curbs, gutters, pavement markings, sidewalks, ramps, and the addition of thirty-one (31) visitors parking spaces; 2)Modifications to existing guardhouse and surrounding area to support the new electronic security system, including installation of exterior door, guardrails/handrails, swing gates, barrier arms and card readers; 3)Replacement of perimeter site fence with new security fence and gates including top fence extension at Child Care Facility, and installation of wood post guardrail at west fence line; 4)Installation of security fence and gates at antenna towers and at gas meter; 5)Construction of light pole bas! es and camera pole bases to support security equipment; 6)Installation of locks to secure manholes and catch basins; 7)Installation of security door, ladder, bars and grating on exterior access points to the facility buildings; 8)Installation of underground cable/conduit runs, junction boxes, and receptacles for signal and power connecting the Guardhouse, the security equipment in the Head End Area, Control Room, Badging Workstation and the remote security equipment (including lights and cameras); 9)Installation of addressable control device (ACD) to unlock doors when fire alarm evacuation alarm sounds. Offer range is between $1,000,000 to $2,500,000 with a performance time of approximately 120 calendar days. Construction start is anticipated for April 2002. NO TELEPHONE REQUESTS WILL BE ACCEPTE! D. REQUESTS FOR THE SIR APPLICATION WILL BE ACCEPTED ON OR BEFORE CLOSE OF BUSINESS JANUARY 7, 2002. Upon completion of evaluation process, only those firms determined to be qualified will be sent a Request for Offer (RFO). The RFO is anticipated to be available by March 2002. Bonding will be required in the amounts as follows: 100% Performance Bond and 50% Payment Bond. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance ! bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
