Description

The Environmental Protection Agency under the Simplified Acquisition Procedures Test Program for Commercial items set forth in FAR Subpart 13.5 intends to issue a sole source purchase order to Doane Marketing Research, Inc. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The EPA is FACNET certified. This solicitation is being issued as a Request for Quote (RFQ). The RFQ number is PR-HQ-02-10379. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-01 which becomes effective December 12th, 2001. This solicitation is not set aside for any small business, HUBZone, or 8(a) businesses. Award will be made on an "all-or-none" basis. Offerors should provide individual firm fixed price quotes for the base period and two option periods. The contract line items for the base period and two option periods are as follows: 1) A Database as described in paragraph marked description 2) In person training covering the operation of the database 3) Prompt technical assistance via telephone 4) A bound hard copy of information covered in the database 5) Maintenance of database for one year Description: Database of pesticide usage of 2001- This database shall provide usage data which is both current and accurate for agricultural pesticides by chemical active ingredient, end-use product, pesticide type, and crop protected. The type of usage data needed includes: total and base acres treated, total pounds applied, the number of farms treated, the time of application, the stage of the pest infestation, pesticide prices and expenditures, the rate of application, target pest and pest complex, the method of application, and other related factors, by state or designated crop region. Delivery for items 1 and 4 shall take place no later than thirty days after contract award. Period of performance for items 3 and 5 is one year starting the day of contract award. Delivery of item 2 is to be determined, but not later than one month after delivery of items 1 and 4. Quote shall be provided FOB Destination. Delivery address shall be: Crystal Mall 2, 1921 Jefferson Davis Highway, Arlington, VA 75036. The provisions at 52.212-1 Instructions to Offerors-Commercial, 52.212-4 Contract Terms and Conditions-Commercial Items, and at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items apply to this acquisition. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Items with its offer. Please refer to Commerce Business Daily Note 22.
