Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). NAICS Code 721211 applies to this solicitation and the small business size standard is $5.0 million. STATEMENT OF WORK FOR FACILITY CARETAKER/WATCHMAN FARISH RECREATION AREA A. RESPONSIBILITIES 1. Guards Farish entrance when regular Farish staff not available/on duty. Requests identification for all individuals seeking entry and denies admittance to those not conducting business on the facility. Ensures personnel not assigned to the organization sign in/out on an official sign in/out sheet. Answers questions or refers inquiries to the appropriate authority. Escort assistance for individuals when required. Directs users to vehicle registration tag and fee collection tube. 2. Assures personnel residing overnight on Farish Recreation Area grounds comply with published operating instructions. 3. Prevents the removal of unauthorized items of supplies, food, equipment, or articles which are the property of the U.S. Government by observing personnel departing. If necessary, examines the contents of items being removed from the building. When unauthorized items are discovered, detains individuals and contacts the appropriate management official. In the event the individual refuses to remain, the incident will be reported for appropriate action and documented. 4. Notifies appropriate management officials when emergencies occur. The watchman reporting for duty will check all emergency alarm systems to ensure proper functioning, will read information folders to ensure awareness and will be briefed by the employee on duty regarding unusual occurrences or incidents. During shift, maintains logbooks making entries as required. Reports any unusual occurrence or condition to management official on duty. The watchman on night duty must periodically ensure all entrances to the buildings are secured as required by management. Contractor operates fire-control equipment. 5. Caretaker is responsible for ensuring that safety and security standards are met in all areas of the Farish Recreation Area facility. This includes, but is not limited to the following: a. Ensuring only authorized vehicles are parked in the area. b. Monitoring the fire alarm, auxiliary power generator, electrical systems, and the propane heating system. c. Inspecting building doors and windows to make sure they remain closed at all times except when being used. d. Coordinates with the Manager of Farish Recreation Area on guidelines including: Air Force Regulations, USAFA Regulations, Farish Operating Instructions (OI's), and written directives. (These regulations and instructions will be reviewed by manager and contractor after contract award.) However, in emergencies or unusual circumstances, contractor has complete authority and authorization to makes decisions and carries out necessary actions. e. Inspecting and cleaning of category A and b facilities (Office, Kitchen, and Maintenance Building) These duties include but are not limited to: (1) Making sure that thermostats do not exceed 65? (2) Insures stoves, coffee pots, etc. are off (3) Security lights are off (4) Doors and windows locked (5) Safe is locked and secure (6) Vacuuming/mopping/sweeping floors (7) Cleaning restrooms (8) Cleaning countertops, refrigerators, stoves, Microwaves and other appliances (9) Secure tools and equipment (10) Raking, shoveling snow, plowing, grading, sweeping steps, trash pickup (11) Security inspections of the facility to include, but not limited to: Checking campgrounds, campfires, group areas, conservation areas, buildings and lakes B. SKILL AND KNOWLEDGE 1. Requires ability in making decisions and skills in taking action under particular circumstances regarding security and safeguarding property and life. Requires ability to read and follow English instructions. Requires the ability to factually document all pertinent circumstances surrounding security incidents. 2. SPECIAL REQUIREMENTS, CERTIFICATES AND LICENSES a. Requires training and experience in wildfire suppression, First Aid and CPR training and certification. (Farish Director will coordinated applicable training with Air Force Agencies.) b. Experience with lakes, dams, and valve systems c. Experience with water wells, cisterns, septic systems and leaching fields. d. 2 years experience with carpentry, electrical and plumbing /heating systems e. 2 Years Road graders experience. f. 2 year experience in lodging/campground maintenance and operation g. Colorado driver?s license required. h. 2 years experience with wildlife/fisheries management C. PHYSICAL EFFORT 1. Dependent upon shift assignment, there will be frequent climbing of stairs, walking approximately four hours, sitting approximately four hours, bending, pulling, and pushing. Incumbent will be required to wear safety shoes and other protective gear when necessary. Must be able to pass Interagency fire job qualification physical test. D. MISCELLANEOUS INFORMATION: 1. The contractor is required to remain at the facility seven days a week during non-office hours, normally 7:00 PM ? 7:00 AM during the summer/fall season. and 5:00 PM ? 8:00 AM during the winter/spring season. Contractor may be requested to work during emergency situations. The contractor and the manager of Farish Recreation Area will mutually agree upon any additional hours. The manager of contractor will provide alternate personnel during this absence. This will not be paid leave for the contractor. 2. The contractor is provided quarters/office in direct support of his duties as caretaker and night security watchman. Contractor is authorized to have immediate family members and personal guest stay in the provided quarters. During non-duty hours, contractor and immediate family are authorized to use Farish Recreation Area facilities. Fishing will be permitted as long as USAF Academy requirements met. Contractor is responsible for providing his own telephone and monthly payments. Pets are permitted with manager?s approval only. 3. Termination of the contract may be done at any time at the discretion and/or needs of the Air Force, or contractor. Either the Air Force or the contractor must do this with a Thirty (30) day written notice. The effective date of termination will be thirty (30) days from the date of receipt by the receiving party. 4. Contractor is responsible for the security of Farish Recreation Area for the days the facility is closed (Thanksgiving and Christmas). 5. Assists or performs maintenance required to keep facility operationally sound. 6. Living facility will be inspected by the manager or designee and contractor at the onset of the contract and at termination of the contract. (An inspection survey will be available and signed by the manager and the contractor). These are Government Quarters and will be kept and maintained in accordance with government standards. 7. A National Agency Check (NACI) and fingerprinting will be required at award of the contract and coordinated by the facility manager with USAFA Security Police and the contractor. 8. Below are listed any hazard or dangers at Farish Recreation Area and the contractor is fully aware that these may exist: Possible unmarked areas of thin ice Large boulders and loose rocks Unimproved/uneven terrain Excessive snow and ice Potential flash flood areas Severe lighting/hail storms Heavy equipment work area (Authorized Personnel Only) Wild animals found on the Farish Recreation Area include but are not limited to: Mountain Lions, Black Bears, Coyote, Fox, Elk, Deer, Badgers, Raccoons, Rattlesnakes, Bobcats, Turkey, Squirrels, Grouse, Porcupines, and a variety of birds. Contractors from outside the local area are required to relocate to the site. Contract is to begin on or about 1 February 2002. A one year basic contract will be issued with four option years. Bids must include basic and option years to be considered. Please sumbit bids in written form to the Contract Administrator/Buyer. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
