Description
SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Under the authority of Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Census Bureau intends to contract on a sole source basis for services to provide expert advice and assistance to maintain and improve coverage of complex multi-establishment enterprises on the Standard Statistical Establishment List (SSEL). The highly specialized nature of this work requires exceptional expertise in the composition and organization of economic data collection and processing methods, general business register concepts, specific requirements of the Census Bureau?s economic program and the SSEL. The services provided will include: Ongoing Operations- Analyze SSEL and other information about complex multiunits; as needed, recommend steps that will improve coverage for specific enterprises and/or strengthen coverage of multiunits in general. Examine SSEL coverage operations; as needed, recommend changes that will streamline work, reduce paper handling, mitigate bottlenecks, automate routine functions, resolve redundant/overlapping tasks, minimize rework, and curtail low-payoff activities. Assess the accuracy and effectiveness of computer processes used to maintain SSEL coverage of complex multiunits; as needed, recommend corrections for specific problems, develop/apply improved testing protocols, and propose general design changes that will strengthen these processes. Evaluate employees' multiunit coverage work to assess needs for staff development that will increase knowledge about the characteristics of complex multiunits, improve understanding of SSEL processes, and strengthen analytical/problem-solving skills; as needed, provide specific feedback and develop/conduct training courses. Observe operations for the annual COS; as needed, advise program managers about immediate improvements that will promote coverage, quality, timeliness, and cost-effectiveness. Assess the accuracy and usability of technical documentation related to SSEL coverage of complex multiunits; as needed, recommend improvements and assist with the preparation and/or review of documentation. Register Redesign Project- Provide specialized expert knowledge on subjects relating to business register coverage of complex multiunits. Assess new patterns and trends in industrial organization; as appropriate, recommend design concepts, statistical units, content, and maintenance procedures needed to represent modern multiunits and to accommodate the complex, dynamic nature of these enterprises. As appropriate, interview companies, client surveys' program managers, and principal data users to identify requirements for business register coverage and content; examine those requirements, summarize findings, and make recommendations. Evaluate the annual COS and identify alternatives for profiling complex multiunits; as needed, recommend steps to coordinate multiunit collections and to improve the quality, timeliness, and utility of profiling information while minimizing response burden. Extend assessments of register operations, computer processes, employees' coverage work, data collections, and technical documentation; based on the findings of these evaluations, recommend redesign strategies that will improve business register coverage of complex multiunits, promote data quality, streamline operations, make collections more effective, strengthen computer processes, and optimize/limit use of costly human intervention. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Census Bureau?s needs. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 10 days from the publication of this synopsis, a contract may be issued to the proposed contractor without further notice.
