Description
The United States Special Operations Command (USSOCOM) has a requirement to maintain a dedicated, highly responsive logistics support capability for the Special Operations Forces (SOF) world-wide. The cornerstone for this effort is the Special Operations Forces Support Activity (SOFSA). The SOFSA is currently a government-owned, contractor-operated industrial operation comprised of facilities and equipment in several locations, headquartered in Lexington and Richmond, KY. SOFSA is tasked to provide logistics support focused on SOF and SOF-peculiar equipment. Selected non-SOF work is accepted on a non-interference basis. SOFSA operations encompass the entire spectrum of logistics support including repair, modification, maintenance management, life cycle support and sustainment for the ever-changing, joint SOF mission. The SOFSA supports, USSOCOM, its component commands, its subordinate elements, others of the Department of Defense and elements of other agencies that support USSOCOM missions. This requirement will be awarded using full and open competition on an unrestricted basis. The successful offeror will be required to establish and maintain a flexible and highly responsive logistics support service through the SOFSA such that the equipment readiness requirements of USSOCOM?s unique mission can be met. When required, the successful offeror will augment the workforce to operate the SOFSA on an expanded schedule up to and including 24-hours per day, 7 days per week with multiple shifts. It is necessary to successfully respond to the rapid changes and dynamics of accelerated acquisition and fielding of new equipment for SOF. This equipment may be highly modified versions of conventional military or commercial equipment or unique equipment in very small numbers. SOFSA work, while not always classified, is always of a sensitive national security nature. As such, strict operational security measures are required and all contractor personnel shall be eligible for SECRET clearances. It is anticipated that a cost-plus-award-fee type contract will be awarded for one base year plus four option years with up to an additional five years with award term incentives. The estimated ceiling for this effort is $1.5 Billion for the entire life of the contract. All responsible sources solicited may submit a proposal which shall be considered. The North American Industry Classification System (NAICS) is 488190 with a small business size standard of $5M. It is anticipated that the draft solicitation will be issued o/a March 2002 with the final RFP release o/a June 2002. However, in order to encourage widest industry dissemination and participation in this procurement, the draft presolicitation documents will be posted in December on the official Government website at Federal Business Opportunities (FEDBIZOPPS) at http://eps.gov and will also be posted on the Interactive Business Opportunities Page (IBOP) at http://abop.monmouth.army.mil/socom.nsf/home?openform websites. Request all interested parties register at both sites if interested in receiving the solicitation. While the IBOP website will notify interested parties of updates to the site, FEDBIZOPPS does not. Therefore, it is the responsibility of all interested parties to continually monitor these websites in order to stay informed.
