- Description
- NASA/KSC plans to issue a Request for Quotation (RFQ) for 2 Development licenses (plus add-ons) with annual maintenance for the period 12/17/2001 thru 3/31/2003 and renew the annual maintenance on our currently owned 5 Development licenses (plus add-ons) for the period of 4/1/2002 to 3/31/2003. This acquisition will provide licenses and maintenance for Checkout Launch and Control Systems (CLCS) at Kennedy Space Center (KSC). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/KSC intends to purchase these items/services from Mercury Interactive Corp., 8201 Corporate Dr. Suite 600, Landover, MD 20785; on a sole source basis. Mercury Interactive Corp. is the only know vendor of this commercial off the shelf software and the impact of substitution would be an excessive burden on cost and schedule in accordance to 10 U.S.C. 2304 (c) as implemented by FAR 6.302-1. Xrunner is the only commercial off the shelf automated test tool that will support all four types of graphical user interfaces (X/Zinc, X/Motif, Java and SL-GMS) present on the real time portion of CLCS. The government intends to acquire a commercial item using FAR Part 12. Interested firms having the capabilities necessary to meet or exceed the stated requirements are requested to submit in writing to the identified point of contact, the appropriate documentation, literature, brochures, and references. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the time stated below, with or without the required information, will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. This synopsis is for planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. All responses shall be submitted to Jaime Carter no later than 2:00pm December 14th, 2001.
