Description
NAICS Code: 5417 The United States Environmental Protection Agency intends to negotiate, on a sole source basis, with Weber State University, for support in hosting a jointly sponsored conference with the U.S. EPA Office of Transportation and Air Quality. The conference shall be for advancing the knowledge, application, and implementation of On-Board Diagnostic (OBD) technology throughout governments, academia, and industry. Negotiations shall be conducted pursuant to the authority of 41 U.S.C. 253(c)(1) which allows for contracting without full and open competition if there is only one responsible source and no other type of service will satisfy the needs of the agency. Weber State University is home to the Automotive Center for Automotive Science and Technology. The Center specializes in On-Board Diagnostic technology and provides training for OBD technicians, inspectors, and administrators. Weber State University is the only source that can offer hands-on training with OBD technology at a dedicated automotive center as needed for the conference. The contractor shall, jointly with U.S. EPA Office of Transportation and Air Quality, sponsor and host a three day conference on On-Board Diagnostic Technology. The contractor shall, in joint sponsorship with the Agency, design, plan, market, and co-host the conference. The contractor shall be jointly responsible for selecting speakers, locations, and exhibits. The contractor shall be jointly responsible for conducting workshops, presentations, and hands-on training. The conference will be scheduled for May 2001. This is a notice of intent. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to the requirement by submitting appropriate documentation to the office identified above, Attn: Les Bodine. Documentation must be received by the EPA within 15 calendar days after the date of publication of this synopsis in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government.
