- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotations are being requested and a written solicitation will not be issued. Solicitation No. F38610-02-T-0003 is a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The solicitation is a 100% set aside for small business concerns. The NAICS code for this acquisition is 561499. The small business size standard is $5 million. The basic contract period is 1 Jan 02 thru 30 Sep 02, with four option years. The offeror shall provide as a response to this solicitation: 1) a resume detailing relevant training and experience; 2) a list of at least three recent references; and 3) a complete price list, and 4) a completed clause 52.212-3. Proposals may be submitted in hard copy or electronically, either through e-mail, fax or mail. Regardless of method of delivery, it is the offeror?s responsibility to ensure receipt of the proposal by the time and date stated herein. All work shall be performed in accordance with the following statement of work: A. ENVIRONMENT: Charleston Air Force Base is a Continental United States (CONUS) military community composed of Active Duty, Reserve, Civil Service employees, retirees, and dependants. The Charleston Chapel program has the responsibility of meeting the needs of this diverse community in its support of Charlestons continuous global mission. The Charleston AFB Chapel Section is composed of chaplains, chaplain assistants, appropriated and non-appropriated fund contractors, and lay volunteers. The programming developed by this staff is implemented in a pluralistic environment and is subject to the standards established by the United States Air Force. The Charleston AFB Chapel Community is composed of both Catholic and Protestant major faith group communities. The Chapel Community operates an energetic program that requires a high degree of coordination and cooperation among its staff. B. CHARACTERISTICS OF THE PROGRAM COORDINATOR: The Pastoral Coordinator is responsible for all administrative support of the Protestant and Catholic faith communities. The coordinator is responsible for overall calendar development and programming, budget development and tracking, database management for both faith communities (inclusive of sacramental records in Catholic Community), filing of documents and records, and publicity. The Coordinator will assist in conducting needs assessment. The Coordinator will assist the chaplains and Pastoral Councils in providing a unified, comprehensive ministry to the Charleston AFB Chapel Community. C. QUALIFICATION REQUIREMENTS FOR A PROGRAM COORDINATOR: 1) Need: A positive, self directed, and motivated individual with the breadth and depth of knowledge necessary to accomplish the day-to-day coordination of an Air Force Chapel Community. This person must demonstrate a commitment to ecumenical support of all Protestant and Catholic programs. Service providers will be evaluated on the basis of a submitted resume and references, as well as the results of an interview conducted by both the Senior Protestant and Catholic Chaplain?s, or their designates. 2) Education and Experience: Experience in office administration and / or bookkeeping is necessary. An Associate Degree in business management is desirable, but not required. 3) Character: An ability to work unsupervised in a dynamic environment with staff, adults, and youth. Possess an ability to maintain healthy, functional interpersonal relationships with coworkers and customers. Maintain professional standards of conduct and public decorum, including but not limited to dress and grooming. Must have means of transportation and a telephone. 4) Skills: Interpersonal: Must possess the ability to work constructively with chapel staff, pastoral staff, volunteers, and customers. 5) Professional: Must be able to efficiently organize and manage diverse program elements. 6) Communication: Must be able to communicate the needs and goals of the pastoral program to chapel staff, pastoral staff, volunteers, and customers. 7) Computer Skills: Must be proficient in word processing, database management, and computer bookkeeping and accounting programs. Must produce acceptable products in a Microsoft Windows environment. D. TASKS TO BE PERFORMED: 1) Attend weekly Faith Community and Chapel staff meetings as directed. Attend (as a non-voting member) the monthly Pastoral Council (Catholic) or Parish Advisory Council (Protestant) meeting. Present to the council the consolidated reports of the contract staff, other program elements and volunteer organizations within the parish/faith community as directed respectively by the Catholic chaplain and the Senior Protestant chaplain. 2) Develop and track a proposed 18-month Calendar of Events to be compiled from each parish. 3) Serve as a central source of information of personnel, calendars, budget, rosters, and projected events, as well as the monthly report from the Catholic Religious Education Coordinator, High School Faith Formation Coordinator (Catholic Community), Protestant Religious Education Director and Protestant Sunday School Superintendent. 4) Maintain Catholic and Protestant database of weekly visitors to all worship functions. Send letters and/or other correspondence to parish members as directed by each faith group chaplain. 5) Orient and train volunteers on routine Chapel procedures. 6) Receive and consolidate all Chapel Community publicity in draft form for chaplain assistant production and final copy. For the Catholic Community this includes but is not limited to: monthly Catholic Calendar, weekly pulpit announcements, weekly General Intercessions for the Catholic Liturgy, and monthly liturgical ministers schedule. For the Protestant Parish this includes but is not limited to: monthly Protestant calendar and weekly announcements. 7) Maintain a continuity book for assigned Coordinator duties to include but not limited to: Coordinator Statement of Work, listing and description of each required task and the procedures for accomplishing same, after action reports for all major events, Parish Council /Pastoral Council minutes and reports. 8) Schedule events, ensure facility security as needed, submit fund requests in coordination with Catholic Chaplain or Senior Protestant Chaplain or designate as appropriate. 9) Dedicate approximately 4 hours per day, 4 days per week for performance of contracted duties and customer service such as: answer questions and inquiries, assist with correspondence, provide information and guidance on chapel/parish procedures. Contract service will not exceed 20 hours per week. E. DATE, TIME AND PLACE OF DUTIES: 1) Date and Time: Task dependant; contractor must be available to coordinate with chapel staff and volunteers. 2) Place: The Charleston Air Force Base Chapel and various designated locations for classes and meetings. F. SUPPORT RESPONSIBILITIES: 1) Chapel Responsibilities: The chapel will provide adequate work and storage space, office supplies, and access to copiers. 2) Contractor: The contractor will provide any contractor preferred supplies and equipment, to include transportation. G. CLAUSES AND PROVISIONS: The provision at FAR 52.212-1, Instructions to Offerors- Commercial Items; is applicable to this solicitation. Offerors shall include with their offers a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications; Commercial Items. The provisions at FAR 52.212-2; Evaluation Commercial Items is applicable to the solicitation and blanks in (a) are completed as follows: price, technical capability, and past performance, with technical capability and past performance when combined being greater in importance than price.
