Description
1. F.E. Warren Air Force Base, Wyoming, is seeking information from prospective offerors who may be interested in participating in a privatized development of an Unaccompanied Officers' Quarters (UOQs) Complex. The privatization entity will design, construct, maintain, and manage the UOQ complex at F.E. Warren Air Force Base, Wyoming. The selected source will be responsible for the following requirements: (a.) F.E. Warren Air Force Base is contemplating a few different sites for the project, none of which have been specified as the site for the project. F.E Warren has a large and prominent Historic District which, depending on the site selected for this project, may influence the architectural aspects and features of the UOQ complex. Therefore the layout, style, and materials chosen must respect the architecture presented in the Historic District. All proposals will be subject to review by the State Historic Preservation Office (SHPO), if the site selected is in, near, or deemed to have an affect on the Historic District. The project will also be subject to review by F.E. Warren and other U.S. Air Force representatives. These reviews will ensure that the development of the UOQ complex will not adversely effect the Historic District. When selecting the site for the proposed endeavor, the government will consider security, severability, aesthetics, traffic circulation and access, landscape development, and other community planning issues. A site will be selected by the government after it is determined that the project is feasible and that there is a substantial level of interest. The government will provide infrastructure such as roadways and utilities to the selected site. (b.) The UOQ complex should consist of fifty (50) separate, private living units of not less than 550 net square feet each. Units with greater square footage are more desirable. (c.) A particular number of buildings for the fifty (50) units has not been specified. The layout of the buildings for these units, as well as the organization of the units within the buildings, is to be proposed by interested parties after a Request for Proposal (RFP) is issued at a later date. The actual buildings should not exceed two stories in height. (d.) The interior floorplan and spatial relationships are also to be determined by the potential privatization sources during an RFP. The main spaces required for each UOQ are a bathroom, bedroom, kitchen, and living room. Space is also required for dining in each unit in addition to interior storage space incidental to residential use. (e.) The units should not be furnished, but they will require standard residential kitchen appliances. This includes, but is not limited to, a sink with disposal, dishwasher, range/oven, refrigerator/freezer, and microwave. The bathroom will require standard fixtures to include a toilet, sink, and bathtub with shower. (f.) The UOQ complex will also require laundry facilities to be provided, either in each UOQ unit, or in community laundry rooms. In either case, laundry will include washers and dryers or combined washer/dryer units. A garage or covered parking place is also required for each unit. The complex should also have community recreation rooms. (g.) Protected doors or entries to the individual living units are desirable, as well as balconies or patios for each unit. (h.) Buildings will be required to adhere to all applicable local and national building and life safety codes. Also required is adherence to energy efficient guidelines and legislation applying to construction materials and methods, conservation, consumption, and the like, as they apply to federal facilities and, more specifically, the Air Force. 2. Proposed funding for this privatization initiative will be paid to the selected source from the tenants' Basic Allowance for Housing (BAH) rates. Currently these rates are set at $394/month for the grade of O-1, $514/month for the grade of O-2, and $597/month for the grade of O-3. These rates are subject to change without notice. The BAH rate for each tenant in the UOQ complex will be paid to the selected source for the duration of their tenancy. A specific grade mix for the ratio of personnel living in the UOQ complex has not been established. The government proposes the improvements and maintenance of those improvements by the lessee constitute payment of part or all of the consideration for the lease of the property, for a period of up to twenty five (25) years. In lieu of lease moneys at fair market value, the contractor will provide improvements to the property for the government as in kind consideration. After the terms of the lease are met, the improvements will either be demolished by the contractor or turned over to the government, at the option of the government. If the UOQ falls below a specified occupancy rate for a particular amount of time, provisions may be made to prioritize and allow for tenants other than Unaccompanied Officers, to help ensure that the occupancy rate is consistent. 3. Adequate utility connections to water, sanitary sewer, gas, and electric will be available on site. The selected source will be responsible for connections from these utilities to the UOQ complex. Limits may be set on the amount of government utility payment, however it is intended that the BAH cover utility costs as much as possible. Specific determination of utility payment strategy will be made at a later date, however a typical method consists of 110% of the average utility payment per unit being absorbed by the BAH for each member, with any excess being paid by the tenant. Other utilities and services may be required to be supplied to the site by the selected source. 4. The purpose of this RFI is to determine, from industry sources, the feasibility of this venture. Therefore the government makes no guarantee that the project will proceed beyond this RFI. All responsible parties interested in meeting or exceeding the project requirements as detailed above should submit a letter of interest. The letter of interest and requested information, as well as any questions should be sent to Lieutenant Michael Beck, 90th Contracting Squadron, 7505 Marne Loop, Cheyenne, Wyoming, 82005-2860. Please respond no later than sixty (60) days after this posting. The letter should provide, but not be limited to, the following principle items: (a.) Please provide F.E. Warren AFB with the letter of interest which states your party's name, that you are interested, and on what level. It should also include information concerning a point of contact within your organization for possible future communication. (b.) The letter should include a determination concerning project feasibility as well as any suggestions or concerns in that regard. Responders should hereunder provide information regarding additional cost drivers which may effect feasibility and interest in this project. (c.) F.E. Warren also requests information concerning the time period required to perform functions of design and construction of a UOQ complex. (d.) Interested parties should refer to the attached map for potential locations of the UOQ complex site. The government does not bind itself to any of these locations, but is merely supplying them to interested parties to reflect some of the potential sites currently being investigated by the government. The response letter should include comments on the suitability of these locations. Responders should include detailed information on site considerations which affect their interest in this project. (e.) Interested parties should also include a statement concerning their recommendation for the number of units proposed for the UOQ complex. This statement should either validate the idea of a fifty (50) unit complex and its feasibility or make a recommendation concerning a more appropriate size. (f.) Interested parties should also provide information concerning any financial provisions or guarantees, recommended alternatives, and any other concerns not mentioned here.
