Description
The Bureau of the Census (BOC), Suitland, Maryland is seeking information for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the BOC. The purpose of this notice is to obtain and identify potential sources and products to meet the BOC future needs. The BOC welcomes information concerning mobile computing devices from all individuals and concerns. The BOC does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted or the BOCs use of such information. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the BOCs evaluation of information received. As a result of this notice, the BOC may issue a Request for Proposal (RFP). However, should such a requirement materialize, no basis for claims against the BOC shall arise as a result of a response to this SS/RIF or the BOCs use of such information as either part of our evaluation or in developing specifications for any subsequent requirement. The BOC is considering the use of Mobile Computing Devices to improve the timeliness and accuracy of data collected for the 2010 Decennial Census for operations designed to improve the address list and mapping updating activities, as well as, collection of respondent data during the Nonresponse Followup operation - this operation requires Census employees to contact respondents who have not returned their census information by other means. The plan for the 2010 Census currently involves the collection of respondent data using a short form questionnaire only. The BOC is looking for the most current products/services available and future enhancements in mobile computing device field. Also, information on the next and future generations of technology in this area are vital for the BOC in planning the 2010 Census. The BOC plans to use mobile computing devices for address list updates, map updating and interview operations. Currently, the BOC is considering in-house development of application program(s), but will consider industry(s) viewpoint on this strategy. The device should provide e-mail, sending and receiving, and GPS functionality, in addition to collection of payroll information. Data will be collected throughout the United States and Puerto Rico and must be secured to satisfy Title 13 security requirements. Users must be able to receive control data and transmit collected information to a central site. The ability to translate text into foreign languages is desirable. Also, address all solvent characteristics of the product; for example, memory size, expansion and the possible use of satellites for wireless technology.
