Description

The National Institute of Standards and Technology (NIST) plans to issue an order on a sole source basis to the University of Michigan, Ann Arbor, MI 48109, under the authority of FAR 13.106-1(b). The purpose and objective of this requirement is to provide technical services for the Building and Fire Research Laboratory. Dr. Gregory Keoleian will provide critical evaluation of LEED Rating System Credit Distribution using Life-Cycle Assessment. The University of Michigan is uniquely qualified to provide this service. The University researchers proposing this work have participated in the LEED assessment of their campus' Sam Wyly Hall and are thoroughly familiar with both the LEED and LCA BEES approaches to rating green buildings. They are uniquely qualified to conduct a case study of Sam Wyly Hall, and suggest how LCA can be integrated into future versions of LEED based on case study results. The period of performance will be from date of award through August 31 ,2002. The anticipated award date of this order is on or about 10 days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to complete this proposed contract based upon responses to the notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A request for Quotation (RFQ) is not available.
