Description
The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) anticipates placing an Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract for Simulation/Stimulation Software Systems Engineering Support. The solicitation will be unrestricted. The contract will contain Cost Plus Fixed Fee provisions with a five (5) year period of performance. The total level of effort is 325,000 manhours. The following information provides the background and scope of the work: Provide Simulation/Stimulation Software Systems for Submarine Fleet Training and Trainers and Combat System Laboratory Development; Implement new Simulation/Stimulation system revision enhancements defined by the NUWCDIVNPT System Definition Board, Modeling and Simulation Executive Committee and the Fleet Combat Systems Training Group; Review Combat Control System documentation for Simulation/Stimulation enhancements tied to tactical Block Update plans, Trainer Upgrade Plans and NUWCDIVNPT and NAVSEA Engineering Change Proposals; Provide software and systems engineering, integrated logistics, and hardware design/development support . The Key categories of labor and respective hours are: Design Engineer IV, 25,000 hours; Computer Engineer IV, 45,000 hours; and Computer Engineer III, 45,000 hours. The non-key categories of labor and respective hours are: Systems Engineer III, 15,000 hours; Computer Engineer II, 90,000 hours; Design Engineer II, 10,000 hours; Electrical/Electronics Engineer III, 40,000 hours; Configuration Mgmt Specialist II, 15,000 hours; Configuration Mgmt Specialist I, 20,000 hours; and Word Processor I, 20,000 hours. Clearance to the SECRET level is required. This is a follow-on to contract N66604-00-D-0129 with Logicon Inc., Herndon, VA. Award will be made on the basis of "Best Value". Evaluation criteria in descending order of importance are Technical Capability (subfactors include Past Performance, Personnel and Hypothetical Situation) and Cost. The anticipated release date of the solicitation is 20 DEC 2001. Anticipated award date is 30 JUN 2002. The NAICS code is 541330.
