- This synopsis is issued for informational and planning purposes only. The Air Mobility Command (AMC) Contracting Flight is in the process of conducting market research to determine the availability of interested sources capable of providing courseware licensing and hosting support for the Air Force Computer Based Training (CBT) Program. The purpose of the Air Force CBT program is to provide interactive, multimedia, self-paced CBT for the Air Force information technology training requirements. It is contemplated that the contractor will provide all personnel, tools, materials, supervision, and other items or services necessary to perform Courseware Requirements, Courseware Hosting Requirements, and Learning Management System Requirements. The Courseware Requirement entails providing a library that contains interactive, multimedia, self-paced information technology courseware and site licenses. The courseware shall cover the following major areas: Networking Technologies, Microsoft Operating Systems (95, 98, NT, 2000, XP), Office Automation, CISCO, Application Development and Programming, Database Management, Web Technologies, and Security. The courseware shall be accessible over a range of e-learning capabilities (e.g. CBT, on-line seminars, simulations, etc) and shall service up to 200,000 AF personnel with the ability to scale up to 500,000 personnel. The Courseware Hosting Requirement entails providing a central host site that provides courseware, license metering, data collection, and reporting functions. The Learning Management System Requirement entails incorporating functionality into the system to display student progress, track software usage, allow user flexibility on course selection, report generation, etc. A draft Statement of Work (SOW) is provided herein for review and comment. Request interested offerors capable of performing these functions submit a Rough-Order-of-Magnitude (ROM) price and capability statement to the above address on or before 4 January 2002. The capability statement should include: (1) A brief description of the company including history and business size (large, small, small disadvantaged, 8(a), HUBZone certified, or woman owned); (2) Description of the supplies and services provided by the company including the North American Industry Classification Code (NAICS); and (3) Identify past and present contracts (including GSA contracts) where similar supplies/services have been/are provided, to include contract number, point of contact with telephone number and company address (including ZIP PLUS FOUR zip code), contract dollar value and type (fixed priced, cost-reimbursable, etc.), brief narrative of what supplies/services are or were being provided, and payment arrangements. The page limit for the capability statement is 15 pages. You may also submit a sample of your current commercial contract that identifies your terms and conditions and statement of work. This request for information is not a commercial solicitation and the Government will not pay for any information submitted, or for any costs associated with providing the information.
