Description
The Federal Bureau of Prisons is seeking professional expertise on determining whether costs avoided through privatization and comparing these costs with expenditures required to contract with private sector service providers will facilitate the BOP's task of evaluating new privatization proposals. The avoided costs methodology embodied in OMB Circular A-76 can also be adapted to the task of monitoring the performance of private sector contractors who are already providing government services. The BOP has need of expertise in developing the internal and external cost estimates for this analysis. Expertise shall also include identification of sources of cost differences between the public and private provision of corrections services and determining the extent to which observed differences in practice can be adapted for use in BOP operations. Some of the data to be examined will include number and type of staff used, employee compensation rates, and (as available) the policies and procedures currently in use. This acquisition is being advertised as a 100% small business set-aside. The Government intends to make a single, best value award to the offeror whose proposal meets technical superiority, conforming to the evaluation criteria set forth in the solicitation. Technical and Past Performance evaluation scores are paramount when compared to price, in determining contract award. This requirement is being solicited with a one year base performance period and four (4) one year option periods with an anticipated March 1, 2002 award date.
