Description
The National Cancer Institute, Basic Research Laboratory, Animal Models and Retroviral Vaccine Section, plans to procure U-CyTech monkey ELISPOT kits that are used to monitor cellular immune responses in vaccinated macaques from Utrecht University, U-CyTech, PO Box 90190 3508TD, Utrecht, The Netherlands. The research of the Basic Research Laboratory, Animal Models and Retroviral Vaccine Section, involves AIDS vaccine research. The laboratory has used these kits for the past year and have found that this product is the most sensitive and reliable. Previous kits were purchased under purchase order number 263MQ112392. The ELISPOT kits contain vials with highly purified mono and polyclonal antibodies and coloring reagents. The monoclonal antibodies are purified from the supernatant of hybridoma cell cultures, purified by prot-A-affinity chromatography and filter-sterilized. The laboratory cannot change methods at this time, as it would introduce new variables into the experimental results. Furthermore, the laboratory cannot retest any samples with other products as the assays are carried out on fresh, not frozen, viable cells, so the laboratory has only one chance to collect the very valuable data. The laboratory is in the midst of a large study and the need for this particular product is required to avoid loss of important and irreplaceable data. Based on the above, Utrecht University is the only source known to the NCI research that can satisfy the Government's requirement, especially with regards to the sensitivity of the samples and obtaining the important data information for this ongoing experiment. This is not a solicitation for competitive quotation. This action is pursuant to 41 USC 253 (c)(1) and under the authority of FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the above unique specifications described herein. Capability statements must be received in the contracting office by 1 PM (local Washington D.C. time) on December 14, 2001.
