- The U. S. Department of Commerce, National Ocean Service, intends to procure construction services for repair, restoration, and renovation of severely damaged coral reefs at the M/V Wellwood Grounding Site located in the Molasses Reef, in the Florida Keys National Marine Sanctuary. The contractor shall provide all the labor, materials, equipment and supplies necessary to repair, restore, and renovate the damaged reefs. The damages to be repaired occurred August 4, 1984 when the M/V Wellwood ran aground on a coral reef on Molasses Reef off Key Largo, Florida. The 122-meter Cypriot-registered freighter ran aground on the upper forereef of Molasses Reef in a minimum of 6 meters of water and remained aground for 12 days. The grounding destroyed 1,285 square meters of living corals and injured 644 square meters of coral reef framework. Construction will involve repairing the damaged reef to attain structural stability and habitat and aesthetics needs. Restoration work is subject to the requirements of the National Environmental Policy Act (NEPA) and the National Marine Sanctuary Act. Construction will consist of repairing multiple damaged sites using specially formulated concrete, fiberglass rebar, limestone boulders and pre-fabricated reef modules. Some excavation will be required to deepen damaged areas to accommodate reef module placement and provide sufficient concrete for adequate repair. Up to twenty-two reef modules will be constructed by the government for placement on the reef by the selected contractor. The contractor will be excavating sites, placing the reef modules in the damaged sites, preparing and placing the specially formulated concrete, boulders and rebar, and dressing the fresh concrete with limestone surface. In addition to the appropriate vessels, materials, labor and equipment, the contractor will be required to provide divers to conduct the underwater construction. Marine construction experience similar to the proposed work shall be a requirement of the selected contractor. Contractor proposals must adhere to the following evaluation criteria: (1) Successful experience of the construction firm with construction of similar type projects. (2) Availability of key personnel experienced in construction of similar type projects. (3) Availability of equipment and resources required to conduct the Molasses Reef repair construction. (4) Submission of a construction plan which exhibits understanding of the proposed reef repair project. (5) Provision of a required level of the primary firm's participation in the project. The resultant procurement will be a firm-fixed price contract. This will be a 100% small business set aside. NAICS code 23332 will apply. Estimated construction cost is from $500,000.00 to $1,000,000.00. Completion time for this project is 30 calendar days. Specifications and bid documents will be available on or about December 21, 2001. All responsible sources may submit a proposal which shall be considered by the agency.
