- Description
- The purpose of this synopsis is for the Naval Air Systems Command to announce its intent to contract for technical and engineering services (NAICS code 541330) under the Electromagnetic Environmental Effects (E3) Program as well as to announce an Industry Day and solicit companies capable of supporting the E3 Program. This is not a formal Request for Proposals. The E-3 requirements are to provide uninterrupted E3 engineering and technical services, including material, and supplies to accomplish specific E3 tasks. The E3 tasks to be accomplished are related to the following E3 technical requirements: E3 Systems Engineering, E3 Systems Test and Evaluation, Electromagnetic Compatibility, Electromagnetic Interference, Electromagnetic Transients, Electrical Bonding, Electrostatic Discharge, Lightning Effects, Radio Frequency (RF), Radiation Hazards (RADHAZ), Emissions Control (EMCON), High Power Microwave (HPM), and related E3 facilities. This support is applied to all Naval Aircraft (Tactical, Vertical Lift, Maritime, Unmanned Aerial Vehicles (UAVs), and Targets), weapons and support systems from concept development through disposal. The technical efforts performed throughout this full life cycle are centered on the Research and engineering Competency within the Competency Aligned Organization (CAO). These efforts are focused across a broad business base comprised of work from Integrated Program Teams (IPT?s), Externally Directed Teams (EDT?s), and Enterprise Teams (ET?s). In addition, the successful offeror will have to work three types of platforms, in which all shall have current models and updates. (1) Strike Platforms: A-3, A-4, A-6, AV-8, F-4, F-14, F-16, F-18, T-45A, EA-6, and JSF; (2) Force Warfare Platforms: P-3, EP-3, S-3, Multiple Mission Aircraft (MMA), C-130, E-2, C-2, T-34, T-44, and E-6; (3) Rotary Wing Platforms: H-1, H-3, H-60, VH-3/60, H-53, H-57, H-46, and V-22. The contractor provided services shall be for all current avionics and systems associated with the platforms listed above. The contractor provided services shall also be for all current weapons and ordnance with the platforms listed above. In addition, the following are the E3 engineering requirements: (1) PROGRAM MANAGEMENT. The contractor shall devise and recommend management control techniques to track test plans and reports, test chronologies, and schedules. The contractor shall extract and analyze financial, workload, and planning data, and develop procedures to examine, verify and ensure completeness of resulting financial and workload transactions. The contractor shall perform administrative tasks to include but not limited to formulation of reports and presentations and other support. The contractor shall perform management analyses to develop techniques to evaluate organizational performance, capability and effectiveness. (2) SPECIFICATION, PROPOSAL AND DESIGN PREPARATION AND REVIEW. The contractor shall conduct studies, analyses and/or reviews of existing or proposed specifications relating to a specific system. (3) SYSTEM PLANS. The contractor shall analyze and submit recommendations on inputs for system Test and Evaluation Master Plans (TEMP). (4) SYSTEM ANALYSES AND STUDIES. The contractor shall conduct engineering analyses and studies of specific systems to develop the required test and test method. (5) TEST AND EVALUATION PLANS. The contractor shall analyze and identify appropriate test and evaluation requirements. (6) TEST PROGRAM OPERATION. The contractor shall provide engineering and/or technical services during the conduct of system test. (7) TECHNICAL DATA PROCESSING/COLLECTION. The contractor shall provide operating system programming. The contractor shall provide for the operation, repair, and maintenance of all stand alone hardware, not under warranty, used for control of equipment, data analysis, or project specific use. The contractor shall provide development capabilities for custom software to support control of hardware, specific project requirements, administrative functions, and data analysis using C, Turbo Pascal, HP VEE for Windows, DOS, Microsoft Office applications, and Windows NT. (8) PRESENTATION SUPPORT. The contractor shall provide audio/visual presentation support including but not limited to viewgraph masters or 35mm slides, technical illustrations and engineering drawings in camera read conditions, photography and photographic processing, operation of video production equipment to produce historical video recording, presentation hardcopy handouts. (9) TRAINING. The contractor shall provide awareness presentations to alert fleet personnel to potential problem areas. (10) TECHNICAL LIBRARY. The contractor shall maintain a library of simulator and equipment hardware vendors, and all equipment documentation necessary to maintain and operate each of the facilities, systems, and equipment. The contractor shall maintain the existing library of documentation necessary to maintain and operate each of the systems. All personnel performing work under the proposed contract must be capable of obtaining a Secret level security clearance upon notification that such clearance is required. The Naval Air Systems Command will host an Industry Day forum on Tuesday, 17 January 2002 to provide interested parties with additional information and solicit feedback on the upcoming E-3 requirement. This forum will be held at the Frank Knox Building (Bldg. 2189), Room 120 ? Patuxent River, MD from 9:00 AM to 4:00 PM. Registering parties must include the attending individual?s name, company, phone, and e-mail address. As seating is limited, only individuals that pre-register are guaranteed seating. For those individuals unable to attend the forum, the presented materials will be available on the NAVAIR website http://www.navair.navy.mil on 22 January 2002. Questions received by 17 January 2002 may be addressed at the Industry Day forum. It is the Government?s intent to award a single Cost Plus Fixed Fee (completion) type contract to the offeror who provides the best overall value to the Government. It is anticipated that the final request for proposals (N00421-02-R-3018) will be available through the NAVAIR solicitation homepage, http://www.navair.navy.mil, approximately 24 January 2002. However, it is the Government?s intention to release a draft request for proposals (N00421-02-R-3018) prior to Industry Day on the NAVAIR solicitation homepage listed above. This office will e-mail a notification of release of the solicitation and any amendments to all prospective offerors that submit a request to register for this information via e-mail. Requests for inclusion on the e-mail solicitation release list should be sent to Mr. Al Hensler (Contract Specialist) via e-mail at HENSLERAW@NAVAIR.NAVY.MIL. Paper copies of the solicitation will not be mailed.
