- NA NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register on our website at http://ebs.sas.usace.army.mil/ Contractors may view and/or download this solicitation and all amendments from th e internet after solicitation issuance. Plans and specifications will be issued on Compact Disk (CD-ROM) and will be provided free of charge. Paper copies of this solicitation will not be available. Description of work: Design, permitting, site prepara tion and construction of a vehicle maintenance facility. The primary maintenance facility is approximately 61,930 SF, two stories, concrete and steel construction. A 7,000 SF Deployment Storage Building and 240 SF POL Storage Building are also included. The primary facility includes space for offices, break room, locker rooms, showers and toilets, mechanical and electrical equipment rooms, vehicle repair bays, warehouse bays, small item repair rooms and concrete paving for vehicle parking. Supporting Fa cilities include roads, parking for privately owned vehicles, fencing, and utility systems. This project shall be designed by registered architects and engineers employed by or subcontracted by the successful contractor. This project will be procured usin g the two-phase design-build selection procedures set forth in FAR 36.3. 3.3.2 Factors and subfactors will be considered in evaluating proposals at Phase One and Phase Two. In Phase One, Past Performance is significantly more important than Technical Ap proach, Relevant Experience, and Sustainable Design Experience. In Phase Two, Building Function and Aesthetics is the most important Factor. Building Systems is less important than Building Function and Aesthetics. Site Design is less important than Bui lding Systems. Sustainable Design Considerations and Management Plans and Schedules are equal in importance and are significantly less important than Site Design. Price will not be scored, but will be a factor in establishing the competitive range prior to discussions (if necessary) and in making the final best value determination for award. All evaluation factors other than price, when combined, are equal to price. The importance of price in making the final award decision will increase if two or more Of ferors are found to be comparatively equal in the areas of Design Narrative/Technical Solutions and Management Plan. No more than five offerors will be invited to participate in phase two. The Government anticipates that the phase two documents will be is sued on or about March 27, 2002. Award will be made to that offeror whose proposal contains the combination of those criteria offering the best overall value to the Government. This will be determined by comparing differences in the value of technical and management features with differences in cost to the Government. In making this comparison, the Government is concerned with striking the most advantageous balance between technical and management features and cost to the Government. As technical scores and relative advantages and disadvantages become less distinct, differences in price between proposals are of increased importance in determining the most advantageous proposal. Conversely, as differences in price become less distinct, differences in scor ing and relative advantages and disadvantages between proposals are of increased importance to the determination. The Government reserves the right to accept other than the lowest priced offer. The right is also reserved to reject any and all offers. Th e basis of award will be a conforming offer; the price or cost of which may or may not be the lowest. Offerors are reminded to include their best technical and price terms in their initial proposal and not to automatically assume that they will have an op portunity to participate in discussions or be asked to submit a revised offer. The Government may make award of a conforming proposal without discussions, if d eemed to be within the best interests of the Government. Options may be included in the solicitation. Estimated cost range of project is more than $10,000,000.00. Network Analysis System will be required. This solicitation is issued on an unrestricted ba sis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). Phase One of this solicitation will be issued in electronic format only and will also be available on or about December 20, 2001, on the internet at http://ebs.s as.usace.army.mil/ Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
