- Description
- Modifications are required to improve the existing "Elastic Plastic Impact Code (EPIC)" high-fidelity, computational analysis software. The modifications will upgrade EPIC in several areas including development and incorporation of advanced material models, development and incorporation of advanced numerical algorithms and development of the software to support massively parallel computational architectures. Network Computing Services, Incorporated, 1200 Washington Ave So, Minneapolis, MN 55415, is believed to be uniquely capable of performing these tasks because of their staff members' previous direct experience with the original software development, including direct experience with development and implementation of material models in EPIC and maintenance of the EPIC software. Interested parties may submit statements of capability (SOC) demonstrating their experience with EPIC and ability to upgrade EPIC in the following areas: (1) Develop and incorporate into EPIC advanced material models; (2) Develop and incorporate into EPIC advanced numerical algorithms; (3) Develop the EPIC software to support massively parallel computational architectures. Submit within 15 days of publication, to Air Force Research Laboratory (AFRL/MNK), Attn: Ms. Brenda Soler, 101 West Eglin Blvd, Suite 337. Eglin AFB FL 32542-6810. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the valuation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager identified above.
