GENERAL INFORMATION:

Description: Technical Training for Aviation Safety Inspectors

The Department of Transportation (DOT), Federal Aviation Administration (FAA) has a requirement for Instructional Services and related support for the FAA Academy, Regulatory Standards Division (AMA-200). The Instructional Services will primarily be performed at the Mike Monroney Aeronautical Center, 6500 S MacArthur Boulevard, Oklahoma City, OK. This Market Survey is issued for informational purposes only.

This acquisition will provide assistance and augment an existing cadre of FAA instructors to accomplish tasked services for a fluctuating student enrollment environment. Administrative, managerial, supervisory, instructional, and clerical personnel are required to accomplish these tasked services. Additional requirements include contract personnel who can assist and augment an existing cadre of FAA revision and development staff. These services require subject matter expertise, effective management of contract staffed personnel, and reporting in accordance with Cost Accounting Standards (CAS). The attached survey is provided to identify interested sources that may possess qualifications and experience considered essential to the success of this acquisition. Request interested sources respond to the attached survey.

The acquisition will consist of the basic year and four (4) one-year option periods. The required period of performance will designate a Phase In period beginning Aug 2002, with full effort beginning Oct 2002. The options will begin on 01 Oct annually. The requirement is competitive, and is set-aside for Small economically Disadvantaged businesses (SEDBs), certified under Section 8a of the Small Business Act by the Small Business Administration. The Standard Industrial classification (SIC) for this action is 8299, North American Industry Classification System (NAICS) 611512 Flight Training $18.5M average Gross revenue. A copy of the 8A Certification must accompany any proposal submitted in response hereto. Issuance of the solicitation is anticipated 17 Dec 2001, and will be available from the Internet.
