- The solicitation will be available on or after December 21, 2001; but will not be available for distribution through the General Services Administration's Federal Bureau Opportunities (FBO) web site http://www.fedbizopps.gov/. The Federal Bureau of Investigation (FBI) has a need to acquire the services of multiple contractors with expertise of a certified fingerprint examiner. The contractor is required to meet the following certification requirements: (1) Shall either be certified by Laboratory Division of the FBI or the International Association for Identification (IAI). Certification by the IAI shall result in successfully passing the certification examination; certification by "grand fathering" will not be accepted. (2) Shall have experience working for a laboratory certified by the American Society of Crime Laboratory Directors, Laboratory Accreditation Board (ASCLD-LAB). The contractors shall have a minimum of twenty-five (25) years bench work experience as a latent print examiner. This experience shall include all aspects of a latent print examination, including, but not limited to, processing evidence for the presence of latent prints; analyzing, comparing, evaluating and verifying latent prints with known exemplars; preparing and maintaining case examination documentation; generating reports of case examination results and conclusions; and generating exhibits for testimony purposes. The contractor shall have at a minimum twenty-five (25) times testified and qualified as a latent print expert in criminal courts (U.S. Federal and/or State). Contractor shall have experience as a latent print instructor, lecturer, and advisor in all aspects of the forensic latent print discipline. Contractor shall assist in the training, mentoring, oral boards and moot courts of examiner trainees and in-service training for examiners. Contractor shall be able to work under laboratory conditions wherein exposure to contagious diseases, radioactive material, toxic materials, noxious fumes, confined areas, LASER and alternate light sources may be encountered. Contractor must successfully complete a background investigation, drug testing and polygraph examination. This will be a labor-hours type contract with fixed rates for one (1) base year and four (4) additional one-year option periods. Performance will begin in calendar year 2002. The place of performance is FBI Headquarters, Laboratory Division located in Washington, D.C., and or the new laboratory facility located in Quantico, VA. This is a 100% small business set-aside. The NAICS code is 561611 and business size standard is $9 million in annual receipts. The contractors shall be required to have a Top Secret security clearance or the ability to be cleared at the top secret level.
