- Description
- The SFW CBU-105B/B (NSN 1325-01-458-4828) is a 1,000-pound class, unpowered, unguided, gravity-drop wide area munitions. The SFW consists of a SUU-66/B tactical munitions dispenser, which houses 10 BLU-108/B submunitions. Each submunition contains four projectiles, an orientation and stabilization system, a radar altimeter, and a rocket motor. Each projectile contains an explosively formed penetrator warhead and a two-color infrared sensor. The SFW is stored and transported as an all up-round in the CNU-411A/E container. This solicitation for the seventh Full Rate Production (FRP) annual buy will consist of the procurement of 300 full-up CBUs to include warranty and data. This effort is anticipated to consist of separate awards consisting of advance long lead material and the award of the remaining efforts associated with the production of the SFW weapon. The awards for the long lead effort will be during FY 02 1st Qtr with final award to Textron FY02 2nd Qtr. This effort requires contractor personnel be cleared for access to SECRET NOFORN. Potential contractors have to be certified and registered for STINFO export control by the Defense Logistic Service Center (DLSC), Battle Creek MI 49016-3412, telephone number 800-352-3572, to receive any resultant Request for Proposal (RFP). This certification is above and beyond the requirements for a security clearance and may be obtained by submitting a DD Form 2345 to DLSC. It is anticipated that only one source, Textron Systems Corp, Wilmington MA, developer of the SFW, can satisfy the government?s minimum needs for this unique weapon system. This contractual action is expected to be executed using ?Other Than Full and Open Competition? procedures pursuant to FAR 6.302-1(a) (2) (iii). See Numbered Note 22. This synopsis is for information and planning purposes only, does not constitute a solicitation for bid or proposals, and is not to be construed as a commitment by the government. An Ombudsman has been appointed to address concerns from offeror or potential offeror during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, or the Program Manager identified above.
