- Description
- The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns only. The estimated value of this procurement is between $100,000 to $300,000. The small business size standard is less than 1,000 employees and the SIC is 3731. The acquisition is for DRYDOCK repairs to the USCGC ALBACORE (WPB-87309), a 87 foot vessel. The home pier of the vessel is USN AB, Little Creek West,Annex, Norfolk, VA 23520-5200. The vessel is not geographically restricted. The performance period will be 42 calendar days with a start date of June 3, 2002. The scope of the acquisition is for the dry-docking, and repairing of various work items aboard the USCGC ALBACORE (WPB-87309). This work will include, but is not limited to: Welding Repairs, Clean and Inspect Fuel and Waste Oil Tanks, Install Fuel Oil Tank Baffle Kits, Clean and Inspect Sewage and Grey Water Collection and Holding Tank, Align Main Engines, Remove Existing Aquament 17 Propeller Shaft, Inspect and Install New Aquamet 22 HS Propeller Shaft, Renew Water Lubricated Shaft Bearings, Remove, Inspect and Reinstall Propellers, Perform Minor Repair and Recondition of Propeller, Preserve Transducer Hull Rings, Overhaul, Renew and Test Valves, Clean and Inspect Sea Strainers, Remove, Inspect, and Reinstall Rudder Assemblies, Preserve Underwater Body, Provide Temporary Logistics, Provide Temporary Messing and Berthing, Routine Dry-docking, Preserve RIB Notch, Renew Weather Deck Non Skid, Preserve Freeboard, Install Chine Strengthening Gussets Frames 4 and 5. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. At the present time, the acquisition is expected to be issued under full and open competition procedures. However, in accordance with FAR 19.1305, if your firm is HUBZone certified and intends to submit an offer on this acquisition, please respond by e-mail to wwwjsnyder@mlca.uscg.mil or by fax (757) 628-4676/75. In response please include: (a) a positive statement of your intention to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers (c) past performance references with points of contact and phone numbers. At least two references are requested, but more are desirable. Contractors are reminded that should this acquisition become a HUBZone set aside, FAR 52.219-3, Notice of Total HUBZone Set-Aside, will apply, which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other HUBZone small business concerns. Your response is required by Dec 14, 2001. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone set aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone small business set aside or on an unrestricted basis will be posted in the CBD.
