SOURCES SOUGHT NOTICE JET AVIATION FUEL PROGRAM - SEASONAL The United States Postal Service (USPS) is seeking proposals from highly capable, national suppliers for the supply and services of Jet-A Aviation Turbine fuel delivered intoplane at various locations in the United States and Puerto Rico. Fuel purchased will be Jet-A aviation turbine fuel and must meet all ASTM requirements. The estimated requirements is for approximately 16 million gallons or .38 million barrels. The Postal Service plans to direct its aviation suppliers who are engaged in the operation of its peak season dedicated air contracts to purchase necessary fuel from one or more "Preferred Aviation Fuel Suppliers" at rates negotiated directly with the Postal Service. Under this program, the Postal Service will either: 1. Directly compensate the "Preferred Aviation Fuel Supplier" for fuel delivered intoplane, or, 2. Reimburse the aviation supplier for funds paid to the Preferred Aviation Fuel Supplier for fuel delivered intoplane, underwriting the purchase in the event of payment default. The Postal Service is interested in the "Preferred Aviation Fuel Supplier's" ability to supply fuel to all the locations listed below, excluding Mather, CA (MHR). Of paramount will be the capability of the "Preferred Aviation Fuel Supplier" to supply timely and accurate reconciliation data to the Postal Service in support of the expenditures made. This will include being able to document the Postal Service's unique tax status in the various states. As information, the Postal Service is a holder of a 637 Certificate. The Postal Service has already discussed, or will be discussing this program with selected prospective national aviation fuel companies. The purpose of this announcement is to inform other companies that may be interested that we are seeking to form such an agreement.
