Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with FAR 13 with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation. A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number N00181-02-Q-0093 applies and quotations are being requested. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-01 and the Defense Federal Acquisition Regulations Supplement 1998 Ed. This procurement is 100% Set-Aside for Small Business Concerns. The NAIC code is 33291 with a small business size of 500 employees. FISC Norfolk/NNSY Annex intends to procure, under a firm fixed-price contract, the following item: SUCTION AND DISCHARGE HOSE ASSEMBLIES. Hose shall be heavy duty, hardwall. Reinforcement shall consist of natural or synthetic textile yarns which are woven with a helix or helixes of round steel wire and filler yarns alternately spaced. The hose inner liner (tube) and outer cover shall be any color EXCEPT YELLOW OR MAGENTA. The color shall be thoroughly embedded into the reinforcement and helical wire(s) to provide a homogenous hose wall and result in sufficient adhesion to meet the required applications as follows: (1) 2 inch ID x 2-1/2 inch OD; (2) Hose must have a min. working pressure of 150 PSI and must not exceed a working pressure of 300 PSI. Any working pressure within this range is acceptable. (3) Must have a min. bend radius of 8 inches;(4) 1.10 lbs. max. weight per foot without couplings;(5) Hose shall be capable of taking a full vacuum;(6) Assembly shall be resistant to weather, oil, solvents and mild acids;(7)Hoses to be provided in 50 ft lengths (+6 inches, -3 inches);(8)Hose must have a male coupling (MS27021-12) on one end and a female coupling (MS27025-12) on the other end. Coupling shall be cam-locking, quick-connect type. Coupling material shall be red brass alloy C84400 ONLY;(9) Hose shall be Boston Royalflex P1196 OR EQUAL;(10) Each assembly shall have the manufactures name, contract number and pressure rating on the lay-line in permanent ink;(11) Supplier shall provide written certification that hose assemblies (hose and fittings) have been hydrostatically tested at 150 PSI for 10 minutes with zero leaks and/or buldges;(12) At no cost to the Government, Norfolk Naval Shipyard reserves the right to request a sample assembly for testing and evaluation from any or all offerors during the evaluation process. QTY = 154 each. OFFERS SHALL BE ACCOMPANIED BY SPECIFICATION DATA. IAW FAR 52.212-1(b)(4) FAILURE TO PROVIDE THE NECESSARY DATA FOR EVALUATION MAY RESULT IN A CONTRACTOR?S OFFER BEING DEEMED AS NON-RESPONSIVE. Delivery shall be FOB destination, NNSY, Receiving Officer, B276, Ports, VA 23709.Inspection/acceptance at destination. DFARS 252.204-7004 REQUIRED CENTRAL REGISTRATION applies. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. Info can be obtained through Internet @ www.ccr.gov . FAR 52.212-1, 52-212-3, 52.212-4, 52.212-5 (52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37 invoked), ADDENDA: DFAR 252.212-7001 W/252.225-7001 applies. A COMPLETED CERTIFICATION AS REQUIRED BY FAR 52.212-3 SHALL ACCOMPANY ALL RESPONSES TO THIS SOLICITATION. Offers shall be evaluated for fair and reasonable prices, technical acceptability, adherence to applicable clauses, provisions, required delivery and satisfactory past performance record. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. company letterhead, formal quote form, etc) but must include the following information: 1)Complete mailing/remittance address; 2)prompt payment discount; 3)anticipated delivery; 4)Taxpayer ID number; 5) All completed certifications as required herein. All quotations must be received NLT 3:30 PM local time, December 10, 2000.
